Dear Stanley,
His Excellency is sending home by first air mail a despatch containing the substance of your letter to me of the 20th May regarding Pawley's project for an aeroplane factory in Hong Kong; but meanwhile could you let us know whether the proposed factory will undertake the manufacture of all parts of the planes
including the engines, or whether it will merely undertake assembly of manufactured parts?
